### Steps to reproduce

1.  Login as a user with permissions to add a private view inside the work package list (user2)
2.  Go to the work package view of a project
3.  Create a new private view, eg. Status is Resolved
4.  Save the view as User's Resolved
5.  Logout
6.  Login as Admin (user1)
7.  Delete the user2 and proceed normally

### What is the buggy behavior?

  - The user2 is locked but not deleted
  - even trying to delete the locked user2 again does not remove the user

### What is the expected behavior?

1.  If the user has one or more private views in the work package list, it should not be a limitation for deleting users by admins, at the moment they cannot be deleted

### Important note (workaround)

1.  Logout with admin user1
2.  Login with user2 (maybe reset password in order to do so)
3.  Delete ALL Private Views in the work package view
4.  Logout with user2
5.  Login with user1 (admin)
6.  Now you could delete user2
