## Description

### Steps to reproduce

1.  Go to a meeting with lots of participants

2.  Observe the participants list in the sidebar or the participants dialog when all users have 'no response'

### What is the buggy behavior?

  - The sorting is arbitrary and unclear - seems to be by latest participants first, and then by first name after some new participants

### What is the expected behavior?

1.  The list should default back to sorting by first name, as was the case before
