## Description

**As** a project manager and team member
**I want to see** my saved custom view as the default view when first clicking on "Work Packages"
**so that** the default view is more relevant for me instead of having to additionally scroll through the views to select the one I need to begin with as the default "All Open" view not optimal.

**Acceptance criteria**

* There is a new menu item "Project settings" -> "Work packages" with multiple tabs
    *   Categories
    *   Types
    *   Custom fields
    *   Filters
* In "Project Settings" -> "Work packages" -> Tab "Filters" there is a select field which allows to select an existing project filter to be the default work package filter.
* In case this work packages filter is deleted the first public work packages is filter is selected to be the new default work packages filter.
* Only project members with the permission "Manage public views" can change this setting.

**Out of scope**

* A user can set one of their private custom views as the default view for the project.
*   Favorite work package filters.
