## Description

**As an** OpenProject admin

**I want to** customize the default work package filters

**So that I** can adapt OpenProject better to my organization's needs.

**Acceptance criteria**

  - There is a new configuration page in Administration -\> Work packages -\> Default filters
      - List all default filters.
      - Create new default filters.
      - Update existing default filters.
      - Delete existing default filters.
  - For each default work package filter it can be defined to use it in:
      - Global work packages module
      - All projects
  - There is a global setting to define one filter which is opened when opening the work packages module.
