## Description

**As** an OpenProject admin that is new to the workflow configuration
**I want to** be able to select multiple roles to quickly edit a workflow
**so that** I do not have to edit each role individually

**Acceptance criteria**

* When opening a workflow for a type, the quick filters show a role selection

    * This role selection is multi-select

    * The component used is a SelectPanel, to allow searching for roles (switching from the ActionMenu used currently)

* Depending on the roles selected there are three differend states:

    1. No role has checked this transition: checkbox unchecked

    2. On or more roles checked: checkbox checked with indeterminate state (-)

    3. All roles have checked: checkboxed checked

* Checking or unchecking the box applies the change to all selected rows
