## Description

As a fallout of <mention class="mention" data-id="71253" data-type="work_package" data-text="###71253">\#\#\#71253</mention> , the new permissions dependencies are not handled correctly leading to dependency error messages on the role permissions settings.

### Steps to reproduce

Reproducing is not that trivial, because it requires switching openproject versions between the 17.2 and the unreleased dev branch.

1.  While on 17.2 or 17.3, set up a permission that has `assign_versions` but has no `view_taskboards` and `view_master_backlog` permissions.

2.  Switch to unreleased/dev and run the migrations.

3.  Navigating to the role edit page, present the error:  
    \> Permissions need to also include 'View sprints' as 'Manage sprint items' is selected.

The same issue can be reproduced for the `Creates Sprints` role:

1.  While on 17.2 or 17.3, set up a permission that has `manage_versions` but has no `view_taskboards` and `view_master_backlog` permissions.

2.  Switch to unreleased/dev and run the migrations.

3.  Navigating to the role edit page, present the error:  
    \> Permissions need to also include 'View sprints' as 'Create Sprints' is selected. 

Also for the `View sprints` role:

1.  While on 17.2 or 17.3, set up a permission that has `view_taskboards` or `view_master_backlog` but it has no `view_work_packages` permission.

2.  Switch to unreleased/dev and run the migrations.

3.  Navigating to the role edit page, present the error:  
    \> Permissions need to also include 'View work packages' as 'View sprints' is selected.
