## Description

### Steps to reproduce

1.  Have a project with backlogs enabled.

2.  Have no sprints and no items in the backlog.

3.  Go to the backlogs page.

### What is the buggy behavior?

  - The blankslates are misaligned.  

  - The blankslates have incorrect icons.

### What is the expected behavior?

1.  The blankslates should have a minimum height that matches, so they appear aligned.

2.  The blankslates should have the correct icons:
    
    1.  Backlog Inbox should show the `op-backlogs` icon.
    
    2.  Sprints should show `zap` icon

### Note

This bug deals with the blankslate misalignment when there are no sprints at all. While blankslates will also be rendered for sprints with no items, harmonising that alignment is not part of this ticket.
